
No application has been filed yet, NextERA intends to file the Applications in early December 2025. NextERA is proposing to take a new 200' easement for their portion of the 500kV line through Pennsylvania and West Virginia.
The Mid -Atlantic Resiliancy Link (MARL) and Gore-Doubs-Goose Creek projects are two segments of the same transmission line. The energy is being pulled from multiple West Virginia power plants from the 502 Junction in Pennsylvania to the delivery point - the Goose Creek Substation - in Loudoun County's Data Center Alley.
There is no federal backstop for siting this line - if any one of the states denies it the transmission line will not be built. If you are intervening be sure to include a request for the PUC that if the line is not denied by Pennsylvania, that the approval be contingent on the transmission line components being approved in all other states (West Virginia, Maryland and Virginia)

Transmission Infrastructure Planning, Processes And Public Participation In PA
This is a presentation by Darryl Lawrence of the PA Office Of Consumer Advocate for Landowners in Hazle Township, PA , who are directly impacted by PPL's Sugarloaf 500kV supplemental project .
Although, the Mid-Atlantic Resiliency Link (MARL) is not a supplemental project, it was approved through PJM's Regional Transmission Expansion Planning Process, the Pennsylvania codes and processes would be the same.
Mr. Lawrence included links to PA's Eminent Domain laws , Land Agent Code of Conduct and the Pennsylvania Public Utility Application Process - including references for how to intervene in a case and filing protests, petitions and comments.
