Mid-Atlantic Resiliency Link (MARL) / Gore-Doubs-Goose Creek - 500kV

The Mid -Atlantic Resiliency Link (MARL) and  Gore-Doubs-Goose Creek projects are two segments of the same transmission line.  The energy is being pulled from multiple West Virginia power plants from the 502 Junction in Pennsylvania to the delivery point - the Goose Creek Substation - in Data Center Alley. There will be two cases in Virginia but it is the same transmission line!

 

If your property is in Frederick County and you live near the proposed site of the Woodside substation  and the transmission lines you may want to file  to intervene in both cases.

There is no federal backstop for siting this line. If any one of the states denies it the transmission line will not be built. 


If you are intervening in either VA SCC case  be sure to include  a request for the VA SCC that if the line is not denied by Virginia, that the approval be contingent on the transmission line components being approved in all other states (Pennsylvania, West Virginia and Maryland)

NextERA is proposing to take a new 200' easement for their portion of the 500kV line through West Virginia to the Gore Substation in Frederick County, VA.  NextERA will also be applying to construct a new substation (Woodside Substation) in Clearbrook, VA .

The Valley Link Project is two separate, disconnected transmission lines impacting Virginia

Both of these lines are 765kV on new 200' easements for its entire length. These are the biggest overhead HVAC structure and lines available.  This  represents a massive industrialization of rural and residential areas and a taking of private property that is entirely unacceptable.  


There will be two separate applications at the Virginia SCC. 

Valley Link North (Amos - Welton Springs - Rocky Point) - 765kV

Valley Link North impacts Frederick , Clarke and north western Loudoun counties. This impacts the same area through all 3 counties that is the target of  the proposed new 500kV transmission line (MARL / Gore-Doubs- Goose Creek).  New 200' easements will be taken for the entire length of the line.

Valley Link South (Joshua Falls - Yeat) - 765kV

Valley Link South is a 115-mile 765kV line from Joshua Falls (this substation is to be expanded) in Campbell County, Virginia through to a new 765kV substation in Culpepper County , Virginia.  New 200' easements will be taken for the entire length of the line.


 This line impacts:

  • 8 counties in Virginia - Campbell, Appomattox, Buckingham, Fluvanna, Goochland, Louisa, Culpepper and Orange counties.

Prepare for the Virginia SCC Case

Intervening in the VA SCC case is the only way to protect your property rights and have standing for appealing the VA SCC decision in court. 


Individuals can intervene "Pro Se" at the Virginia SCC to represent themselves. You do not need a lawyer! You also do not have to travel to Richmond for the hearing you can participate remotely by webcast.  Businesses and HOAs must be represented by a lawyer.  Multiple property owners can pool their resources and hire a single lawyer to represent them all. Property owners, who have property that could be taken for easements by eminent domain, may want to contact a lawyer. 


If you want to intervene "Pro Se" and have not already requested a Virginia SCC efiling account please do so ASAP so you will be ready to file as soon as the application is filed!

Once you receive the email that your account has been created you only have 72 hours to click the link and set the password, set your password right away! Last step,  verify you can login to the Virginia SCC site (here).


If the link to your e-filing account expires before you set the password you will need to call the VA SCC Office Of the Clerk at 804-371-9838. Their in-person hours are 8:30 am - 10:30 am Monday - Friday.

Virginia SCC Case efiling System Authorization Form

 The Virginia SCC requires a paper form to be mailed in in order for you to intervene or upload comments to the case electronically. 

  • Intervening in the VA SCC case is the only way to have standing in appeals of the SCC decision to protect your property rights 
  • You can intervene in the docket and / or send comments, regardless of whether your property is directly affected or not 
  • You don't need a lawyer to intervene.  Intervening and representing yourself is called "Pro Se" ,  intervening will give you standing if the case is appealed of the case to the Virginia Supreme Court
  • You don't have to travel to Richmond to participate as the Virginia SCC has remote participation capabilities and  provides audio and video capabilities for hearings within its courtrooms (if you are a respondent you will need to file a motion to request to be able to participate remotely, if you are not able to travel to Richmond for the hearing).  
  • Importantly, when participating as a respondent, you can ask questions of the energy companies and when speaking during the case  there is no time limit on your testimony!

  • Choose either the Word  format or the PDF format to fill out, print and mail to the VA SCC address on the form or download the form below and follow the instructions

MARL Case: PUR-2026-00018 SCHEDULING ORDER

  • June 8, 2026 Deadline to Intervene as a Respondent :"Notice of participation shall set forth: (i) a precise statement of the interest of the respondent; (ii) a statement of the specific action sought to the extent then known; and (iii) the factual and legal basis for the action. Key Information from the Hearing Order


  • There are no Public Witness Hearings scheduled locally in Frederick, County 


  • Only Property owners within 250  feet of the proposed and alternate routes will be sent notices by NextERA by May 8, 2026. NextERA is requesting a 200-foot to 500-foot siting  corridor, your property may still be impacted even if you do not receive a notice from NextERA.  


  • "The Commission may consider a route not significantly different from the routes described in this notice without additional notice to the public."


  • "NEET VA anticipates      installing a total of 13 structures on the Virginia Portions of its      proposed route, with typical structure heights ranging from 115 to 190      feet tall, with an average height of approximately 150 feet and an average      span length between transmission structures of approximately 1,015 feet.     The Company asserts that the entire 2.4 miles of right-of-way      ("ROW") for the Virginia Portions of the MARL Project would      require new property rights for new-build transmission line; thus, NEET VA      would require new easements on 17 parcels. The Company requests      that the Commission grant it the flexibility to adjust the location of its      ROW within a 200-foot to 500-foot siting corridor" 

  

  • Under the DEA, NEET VA is      obligated to complete the Woodside Substation by December 31, 2028, and      NEET VA and NEET MA are obligated to complete the overall MARL Project and      place it into service by December 31, 2031. The Company      maintains that PJM has requested that NEET VA and NEET MA take all      reasonable actions for obtaining approvals and completing construction of      the transmission line as soon as is practicable and closer to the      identified need date of 2027-2028.
